Since 2007, Sam has worked as the Manager Marine Operations and Security for an international ocean common carrier, providing seamless oversight for all US marine operations, operational reviews and consultations for all Hazardous Commodities. Prior to this position, he served as the Operations Manager at Bulkamerica Corporation, where he provided all pre and post-fixture operations for 20 plus vessels transporting bulk cargoes worldwide. As the Chief, Liner Activities, for National Cargo Bureau (NCB), Inc. he negotiated and administered service contracts for all Liner Activities nationwide and related technical matters between 18 port offices domestically. He created procedures and policies for field applications in accordance with domestic and international regulatory codes (CFR, SOLAS, IMDG, etc), and acted as liaison between the US Coast Guard and other Competent Authorities with respect to regulatory revisions, interpretations, and internal distribution. He served as the US delegate to the Dangerous Goods Sub-Committee (DSC) at the International Maritime Organization (IMO), served on the US Coast Guard Chemical Transportation Advisory Committee (CTAC), and was expert witness in various federal maritime proceedings. He was a First Class Pilot and 3rd through 1st Mate Unlimite Tonnage, ILM, AMO Meba District II, US Great Lake Merchant Fleet.
