COSTHA Report - Expo 2010 Shanghai China

COSTHA members and representatives from the Ministry of Transport China, and the US Department of Transportation are working together to keep the dangerous goods transportation industry informed of cargo restrictions and other relevant information involving the World Expo. The 2010 World Expo in Shanghai China, will take place from May 1 - October 31, 2010.

4/27/10 - In response to an inquiry from the public, PHMSA has confirmed with the Shanghai Port Authority that the advisory at
http://www.shanghai.gov.cn/shanghai/node17256/node17679/node17704/userobject22ai13003.html see translated summary, click here, has not been amended. The port of Yangshan will still be able to handle hazardous materials shipments, and other Shanghai ports will continue to implement restrictions as noted in the advisory.

From the Shanghai Maritime Safety Administration regarding the Shanghai World Expo 2010 restrictions:

Main updates can be understood as follows:

1. The duration of DG cargo prohibition and restriction will be from Apr.1st 2010 till Nov.30th 2010, which's extended compared with the original version.

2. The area of DG cargo prohibition will include YangShan Terminal as well for below items:

A. Infectious substances, prohibited from Export, Import and in-transit.

 B. Radioactive material, prohibited from Export, transshipment and in-transit.

 C. Explosives, prohibited from In-transit.

3. Return cargo of fireworks will be prohibited during above mentioned period of time for both Yangshan Terminal and Wai Gao Qiao Terminal.

4. The above regulation item 2 & 3 also apply to the area of Huangpu River Reaches. And in addition, below items should also be followed for Huangpu River Reaches:

 A. Vessel carrying explosives is not allowed to enter or sail from this area.

B. Vessel carrying Radioactive material is not allowed to enter this area.

    B. Radioactive material.

    C. Explosives.

3. Return cargo of fireworks will be prohibited during above mentioned period of time for both Yangshan Terminal and Wai Gao Qiao Terminal.

The following is official from ATD and Shanghai Port Authority:
During Shanghai World Expo, Port of Shanghai will prohibit below mentioned DG Cargo to SHANGHAI according to government regulations. Please take note and act accordingly.

Restricted Period: April 30, 2010 - October 31, 2010
Restricted Terminal: ALL Shanghai terminals and T/S Cargo

Prohibited Commodities:

  • Class 1 (all)
  • Class 2.3 (all)
  • Class 3 Acetones. UN’s 1090 / 1091
  • Class 5.1 Hydrogen Peroxides. UN’s 1511 / 2014 / 2015 / 2984 / 3149
  • Class 5.2
  • Class 6.1 (all)
  • Class 7
  • Class 8 Sulfuric Acids, Nitric Acids, Hydrochloric Acids. UN’s 1786 / 1830 / 1831 / 2796 / 1796 / 1826 / 2031 / 2032 / 1789

All other DG cargos will be subject to case/case approvals as always.
