 DUTIES/RESPONSIBILITIES:

 

  • Assist export departments on questions pertaining trade issues include export licensing and exceptions, embargo policy, re-export controls, and federal recordkeeping.  Must be able to research, interpret and advise on questions concerning export shipments importation requirements at destination country.   

  • Responsible to monitor, interpret, communicate and train on Export Administration Regulations for all North American locations. Key contact for U.S. and foreign authorities on trade issues in support of Export Operations. This position will serve as backup to Harmonized Tariff System (HTS) Classification and Import Compliance.  

  • Responsible as compliance gatekeeper for ECCN requirements for all export shipments from North America

  • Keep current and communicate all export regulatory requirements.

  • Denied party screening. Administer Business Partner Management System (BPMS) in conjunction with SAP master data specialist

  • Provide assistance to Legal department in determination of boycott violations, restrictive trade practices, licensing requirements, and proliferation violations.

  • Audit preparation (Commerce Department)

  • Support Classification Specialist position in determining correct HTS classification of chemical products and miscellaneous hard good items for import/export (HTS)

  • Train local resources

  • Serve as backup to Import Compliance Specialist 

  • Coordinate with international regions on compliance issues

  SKILLS, QUALIFICATIONS, EXPERIENCE, SPECIAL PHYSICAL REQUIREMENTS:

 

  • Bachelor’s degree

  • 3-5 years experience in Export Regulations

  • Working knowledge of export regulations (EAR) including Export Commodity Classification (ECCN) and licensing requirements including other involved agencies (ITAR, OFAC, ATF)..

  • Experience with international commercial transactions and knowledgeable of documentation requirements including  invoicing, letters of credit and export financing/accounting, value added tax (VAT) and special form requirements such DEA-486.

  • 2+ years of experience in Harmonized Tariff Schedule Classification (HTS) including the ability to apply General Rule of Interpretation (GRIs), research and interpret Customs rulings for determine the proper classification for both chemicals and hard goods. Experience in classification of chemicals considered a plus.

Olin Chlor Alkali Products has an opening in the Henderson, Nevada location for an Operations Manager - Transportation.   This position manages daily operations for the West Coast Transportation group.    The Operations Manager supports the division and site objectives, including focus on safety, customer service, and continuous improvement with particular emphasis on Distribution Safety and DOT Compliance. The Operations Manager - Transportation manages operations at not only Henderson, but also operations in Santa Fe Springs and Tracy, California and Tacoma, Washington.

(1) Ensure compliance with global regulatory requirements for preparing and offering dangerous goods (aka hazardous material) for transport.

Key Roles and Responsibilities:

Regulatory Compliance Leadership: Ensure compliance with all applicable international regulatory requirements for transport of dangerous goods. The incumbent is expected to stay abreast of all applicable hazardous material regulations and interpretations impacting the company’s transportation processes. Effectively take a leadership position representing the company’s interest in regards to pending regulations and carrier interpretations.

 

Process Management: Manage Life Technologies’ global systems for recognition, packaging, marking/labeling, and providing supporting documentation for transport of dangerous goods. This role is supported by global Packaging Engineering, IT, EHS/Product Stewardship and Trade Compliance teams. The incumbent is expected to develop a high level communication network with these teams and for management of all product support systems related to transportation of dangerous goods.   Project management and leadership will be expected in this role in addition to maintaining all metrics and key performance indicators to track performance related to dangerous goods transportation. 

 

Training and Audit Management: Implement and maintain an effective global training program for transportation of dangerous goods incorporating all Life Technologies hazmat employees. Management of a comprehensive audit program for primary and third party distribution centers, along with oversight of all CAPA is required. Participate in external audits when feasible and take ownership of corrective and preventative actions as they pertain. Develop and implement in-line QC testing of packaging labeling/marking and documentation.

  

Other responsibilities include, but not limited to:

 

  • Represent the business in all corporate M&A activities

  •  Liaise with global hazard communications team to assist in new product introduction and process reviews  

  • Work with global Packaging Engineering to ensure appropriate packaging is designed and tested to meet product and regulatory requirements, including international variances.

  • Participate in the implementation of Design-for-Environment initiatives on packaging reduction initiatives.

  • Standardize / Harmonize Dangerous Goods Transportation instructions at all primary distribution sites.

  • When applicable, assist in development and maintenance of site Security Plans.

  • Work with senior Distribution and Logistics management to establish best practices for transport of Dangerous Goods at all sites.

  • Conduct effective personnel reviews and ongoing G&O management

Role Purpose -

Manage the compliance of distribution activities of Syngenta products and materials within NAFTA with all relevant national and International transport regulatory requirements and company policies.
