Jerry came to DGI with 24 years experience in dangerous goods training and consulting. In March 2014 Jerry was awarded the credential of Certified Dangerous Goods Professional (CDGP). He also holds the status of Diplomate With Honors in Dangerous Goods Instruction awarded by the International Air Transport Associated in Geneva, Switzerland. Jerry has served as Associate Staff to the US DOT’s Transportation Safety Institute in Oklahoma City, and formerly served on the instructional staff at George Washington University’s Aviation Safety and Security Management Program. Jerry was also a trainer for the US Department of Energy where he conducted and designed multi-modal radioactive materials transport training courses for DOE and their contractors. Jerry has traveled extensively in Mexico, South America and the Caribbean and does conduct DGI training courses in Spanish. Terry has approximately 30 years of extensive experience in compliance, specifically within the realm of dangerous goods transportation training and consulting. As an independent consultant, Mr. Terry Guo possesses a wealth of experience in regulatory training, consulting and packaging supply across Asia and the Grand China region. He delivers Dangerous Goods regulatory training to airlines, airports, seaports, manufacturers/shippers and DG transport testing laboratories throughout China. His active consulting work aids a diverse range of clients in DG regulatory compliance, including pharmaceuticals, lithium battery manufacturers, cosmetics suppliers and general chemicals and more. Terry Guo's consulting also encompass involvement in the development, updating, and modification of China's Dangerous Goods transportation regulations, including CCAR-276 (Air) and JT/T 617 (Ground). Over the years, he has conducted numerous courses for various governmental agencies in China. Terry has been engaged in numerous technical exchange activities between USDOT, FAA, and China's MOT, CAAC, and GACC, coordinating programs for governmental and industrial associations. He actively participated in the US-China Transportation Forum several times and had spoken multiple times on behalf of US industries. Additionally, Terry has served as a technical advisor for the CAAC delegation in several ICAO DG meetings. Terry holds certifications as DGSA, CDGP and IATA CBTA Dangerous Goods Instructor as well as a government-certified air-transport dangerous goods safety instructor in China. He imparts knowledge on ICAO/IATA, IMDG, JT/T617, and 49CFR across Asia and the United States. Eric Harris is a Principal Hazardous Material Inspector (PHI) within the Federal Aviation Administration’s (FAA) Air Carrier Safety Assurance Division in Security and Hazardous Materials Safety - Office of Hazardous Materials Safety. In Safety Assurance, PHIs are responsible for the hazardous materials operations for multiple Part 121 certificate holders. PHIs are responsible for managing the safety oversight activities for assigned certificate holders in conjunction with the FAA’s Flight Standards Service. Eric started his career in the US Army in 1990. His service included many deployments and duty stations, and he served until early 2001. From 2001 to 2002, he was introduced to the aviation industry while working as a supervisor for Piedmont Airlines in Fayetteville, NC. In early 2002, Eric took a position with the newly established Transportation Security Administration (TSA). With TSA, he was deployed to various airports across the country, supporting the federalization of security checkpoints. Eric served TSA in multiple roles from 2003 to 2010 at Washington Dulles International Airport (IAD). In 2010, he joined the Federal Aviation Administration as a Special Agent in the Washington, DC, Field Office. After, he worked as a Hazardous Material Aviation Safety Inspector (HM ASI) in Phoenix, AZ. Eric resides in Goodyear, Arizona, with his wife. |

Nick has more than 20 years of hazardous materials experience specifically in emergency response. He spent 20 years with the Tucson Fire Department (TFD) as a Hazmat Technician and culminated his career as the Hazardous Waste Manager and Technical Expert for all hazardous materials related incidents in the City of Tucson. Nick is an IHMM Certified Hazardous Materials Manager (CHMM). Nick retired from Tucson in July 2025. Nick also spent nearly his entire career at TFD as a hazmat instructor for the Pima Regional Hazmat teams as well as a State of Arizona instructor and program coordinator for the hazardous materials technician programs for Arizona Division of Emergency and Military Affairs (AZDEMA). Nick has provided training to more than 1,000 of Arizona’s current and past first responders in the arena of hazmat. Nick relocated to Northern Virginia in July 2025 and began a new chapter in his hazmat career with CHEMTREC, the world’s leader in providing emergency response assistance and information for the transportation, manufacturing, storage, handling, and use of hazardous materials and dangerous goods. Nick earned a Bachelor of Science in Public Administration from Liberty University in May 2020. He is also certified as an ICC Certified Fire Marshal, and Fire Service Instructor for Hazardous Materials Awareness, Operations, and Technician courses. |

In these roles Shane employs over thirty years of experience working with PHMSA’s intermodal partners and the public to promote a safe and efficient global hazmat transportation system. Jessica Nielson is a Branch Manager within the Federal Aviation Administration’s (FAA) Air Carrier Safety Assurance Division in Security and Hazardous Materials Safety - Office of Hazardous Materials Safety. The Safety Assurance Branch consists of the Principal Hazardous Material Inspectors (PHIs) program that manages all Part 121 certificate holder hazardous materials operations. The Branch maintains responsibility for safety oversight activities, implementing FAA initiatives consistent with applicable FAA policies and Orders and serves as a primary interface with FAA’s Flight Standards Service and other lines of business. Jessica was hired by the FAA in April of 2002 as an Assistant Security Inspector in Minneapolis, Minnesota and transitioned to working for the Transportation Security Administration (TSA), upon its creation. In 2008, Jessica was promoted to a Supervisory Inspector, during which she managed aviation, cargo, canine and surface security based regulatory oversight activities. In 2016, Jessica returned to the FAA as a Section Manager for the Office of Hazardous Materials Safety in the Great Lakes Region. Following the Program’s functional realignment in October 2017, she served in various managerial and support roles, prior to becoming a Branch Manager. Jessica graduated from the University of Minnesota in 2001 with a Bachelor of Arts in English. She resides in Minneapolis, Minnesota with her husband and four children. |

Bill has devoted his entire career to transportation safety. He is currently the Acting Associate Administrator for Hazardous Materials Safety for the Pipeline and Hazardous Materials Safety Administration (PHMSA). In this role he oversees the development, management, and implementation of safety programs and is responsible for 160 employees throughout the U.S. and a budget of more than $65 million. Bill was asked to serve as the Acting Associate Administrator after spending 6 years as the Deputy Associate Administrator for Hazardous Materials Policy and Programs. Prior to joining PHMSA, Bill spent 26 years with the Federal Motor Carrier Safety Administration (FMCSA), rising from an entry-level Investigator to the key management positions of Hazardous Materials Division Chief and Director of Safety Programs. Ultimately, he served as the Associate Administrator for Enforcement, overseeing all of FMCSA’s enforcement and safety programs. Bill graduated from Virginia Tech in 1992 with a degree in Mechanical Engineering. |

Andy has worked in hazardous materials transportation, electronics manufacturing, and regulatory compliance since 1985. He began his career in the U.S. Marine Corps as a motor vehicle operator and later served in the Naval Nuclear Power Program as a chemist and radiological technician. After his military service, Andy worked in a range of manufacturing environments - including metal-working/electroplating, snack food production, and semiconductor manufacturing - where he held roles as both a hazardous waste manager and hazardous materials shipper. He has led regulatory compliance workshops and managed the regulatory training department for a national waste broker and TSDF. Andy is a 40-hour HAZWOPER-trained Emergency Response Team member and has served as a CPR and first aid trainer for both his submarine crew and a Naval Hospital. His technical specialties include Hazardous Materials Transportation (DOT), International Air Transport Association (IATA), International Maritime Dangerous Goods (IMDG), Hazardous Waste Management (RCRA), Hazard Communication, and Hazardous Waste Operations and Emergency Response (HAZWOPER).
