Data loggers, cargo tracking devices and temperature monitors are frequently used in dangerous goods shipments. Additionally, many of these devices are powered by lithium batteries. Transport by air requires operator approval, RTCA/DO-160 testing, safety risk assessments, and restrictions on their remaining active in flight. This panel will provide an overview of the manufacture, use and approval requirements for use of these devices in transportation. Invited panel speakers include: Device Manufacturers: Topics: Present approval process, testing, and challenges manufacturers face regarding the manufacture, sale, marketing, and use of these devices. Time: 20 minutes allocated for Device Manufacturers to present to allow time for Q&A.
Shippers: Topics: Present the process for “shippers” including challenges. Time: 20 minutes allocated for Shippers to present to allow time for Q&A.
Air Carriers: Topics: Overview of the approval process and challenges faced in allowing use of these devices onboard aircraft. Time: 30 minutes allocated for Air Carriers to present to allow time for Q&A.
Federal Aviation Administration (FAA): Topics: Overview of the AC 91.21-1D requirements/reasoning, operator safety assessments, RTCA/DO testing of the devices and restrictions on them remaining active in flight, etc. Time: 30 minutes allocated for FAA to present to allow time for Q&A.

NAAHAC is an issue-driven, action-oriented voluntary working group comprised of participants employed by North American Automotive companies and their key suppliers, whose purpose is to consider and respond to the vital hazardous materials and dangerous goods issues of its membership. Having the safe transport of automotive industry products as its primary focus, NAAHAC leverages its combined vehicle component and regulatory expertise to examine pending and current hazmat regulations and develop concise, informed responses by the members for submission to the appropriate regulatory entities. NAAHAC desires to educate regulators and propose realistic solutions to hazmat transportation issues impacting global commerce. In doing so, NAAHAC will serve the needs of its membership and the governing regulatory bodies, to the mutual benefit of both. Undeclared/Misdeclared DG Shipments

Major fires on container vessels and airplanes continue to plague the industry. Hear from a panel of dangerous goods transportation experts on the challenges that they continue to face with undeclared shipments. There are major container cargo fires at sea roughly every 60 days. Most recently, container lines have introduced fines of several thousands of dollars for shippers that mis-declared hazardous cargo. Battery fires occurring in air transport both passengers and cargo are estimated to be occurring every 7 days. Trending data reflects these incidents are increasing. The working group was formed in 2016 to meet the needs of members who have facilities in China and want to be proactively involved with MOT. The working group will discuss the recently issued JT/T 617 road regulations and EQ/LQ guidelines in China and implementation status. The meeting will provide an opportunity to ask questions about the current regulations, discuss currently priority issues that have been identified and determine any additional priority items for future activities including a continued discussion on lithium battery requirements. |

Members with operations in Canada or who ship to, within, and from Canada find this informal working group key to forming relationships with the management team at Transport Canada and to tracking the latest changes in the Canadian and transborder requirements. COSTHA is a member of Transport Canada’s Transportation of Dangerous Goods General Policy Advisory Council (GPAC) and the Multi-Association Committee on the Transport of Dangerous Goods (MACTDG) and participates regularly to the work of the US - Canada Regulatory Cooperation Council (RCC). COSTHA actively works with member companies and consults with Transport Canada on regulatory updates. The working group will meet to update on and discuss current issues. |

Life Sciences Roundtable

The Life Sciences industry includes several fields such as pharmaceuticals, biotechnology, biomedical technologies, cosmetics, food processing, and biomedical devices. The Life Sciences industry faces many issues during global transportation beyond hazardous materials/dangerous goods. These include packaging, classification, cold chain logistics, chain of custody, and trade compliance. Other types of regulations may also apply to global shipments, including chemical control and customs regulations such as Toxic Substances Control Act (TSCA), Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Chemical Weapons Convention (CWC), and Customs. This working group will meet to discuss current issues with key regulators and industry experts. |

Abbreviated Antitrust Policy
COSTHA’s Antitrust Policy is set forth in a formal statement which is printed in your membership directory. Each of you is strongly encouraged to read the statement and to consider its implications whenever discussions take place here today. The prohibitions of antitrust law apply to all dialogue as well as the open floor deliberation during consideration of the agenda topics.
It is your personal responsibility, and not just that of COSTHA, to stop all discussion, and if necessary, withdraw from any conversation that appeared to violate the antitrust law. Silence will not insulate anyone from violation; active participation in a prohibited act is not required.
Discussions of prices, profit levels, pricing procedures or policies etc. of your company or another is always forbidden. Similarly, consideration of proposals, which might have the effect of producing an adverse economic impact on some companies must be avoided. These are examples of prohibited conduct. Any action or conversation which could lead to restraining trade or otherwise represent unfair competition would be in violation of legal prohibitions.
