The International Vessel Operators Dangerous Goods Association (IVODGA) is an international organization comprised of representatives of the ocean common carriers of the world, operating under the flags of several nations, dedicated to the development, and enhancing the understanding of rules and regulations governing maritime transportation of dangerous goods.

IVODGA members meet to discuss current issues with key regulators and industry experts.

Each speaker will present for 15-20 minutes allowing time for Questions and Answers.

China Briefing: Provide an overview on the requirements to provide a Safety Data Sheet (SDS) requirements within Shanghai, specifically the WGQ Port in Yangtze River, Review of Hazardous Chemical Registration System Upgrade and any other items that may impact vessel carriers.

NAAHAC is an issue-driven, action-oriented voluntary working group of individuals employed by Global automotive companies and their key suppliers.

With the safe transport of industry products as its primary focus, NAAHAC examines pending and current hazmat/dangerous goods regulations and develops concise, informed responses for submission to the regulatory entities. NAAHAC desires to educate regulators and propose realistic solutions to serve the needs of its membership and governing regulatory bodies.

The COSTHA Air Carrier Roundtable (ACRT) is comprised of experts from mainline, regional and cargo aircraft only operators, dedicated to providing support and expertise to all stakeholders in the aviation industry.  This group actively represents air carriers from all segments of the industry. The ACRT members are committed to continuing their efforts for the safe, secure, and efficient transport of hazardous materials in the aviation supply chain. This group continues to successfully petition the US DOT for regulatory clarification, extensions, and alignment of regulations with the UN Model Regulations and the International Civil Aviation Organization. In recent years the focus has been lithium batteries in transport and the risks they posed as undeclared goods. The ACRT and COSTHA continue to work with regulatory agency and industry partners such as TSA, A4A, IATA, PHMSA and the FAA to continue their efforts for the safe, secure and efficient transport of hazardous materials in the aviation supply chain.

Members with operations in China or who ship to, within and from China participate in this working group to address questions, or issues that may arise regarding TDG regulations in China. The working group has a team in China who facilitates communication with key industry and governmental stakeholders. There is also an established delegation to participate in the US-DOT – China MOT Transportation Forums. MOT has also participated in the COSTHA Annual Forum to provide updates on key regulatory changes.

This meeting will provide an opportunity to ask questions about the current regulations, discuss current issues that have been identified and determine any additional priority items for future activities.

DG Supply Chain Logistics / Transportation Panel: COSTHA has formed a DG Supply Chain Logistics / Transportation Panel in response to member feedback during the October 2021 meetings. The panel held their first session in conjunction with the January 2022 COSTHA meetings at which time they identified several key issues and discussed the impact to operations for shippers, air carriers and operators.

The group will discuss possible action items to address identified issues below:

Awareness / Education – identify what can be used to expand awareness to those not plugged into the DG world. Capture suggestions from the following list for resources for members to share.

  • Resource documents and access (UK, FAA, Transport Canada, PHMSA) – free information to members that can be distributed to shippers
  • Community outreach – what programs can members use to share information?
  • Harmonization/Interpretation on specific topics. Resources from COSTHA/IVODGA/PHMSA interpretations, FAA, USCG
  • Will this possibly reduce rejected shipments? – Shipments by air and by vessel

Vessel Port Restrictions / Issues

  • Constantly Changing landscape. How to communicate to shippers/customers in a timely and effective manner?
  • Share data on Port restrictions and how to locate information from their websites

Vessel operators Prohibitions and Restrictions Lists

  • Share how to find P and R lists and how to use them

Additional Topics to Address:

  • Placarding Issues for Class 9 – vehicles being shipped as cargo, lithium batteries, US exceptions vs. international requirements – resource guide including letter of interpretations for members/shippers to provide to carriers.
  • Multimodal challenges – Air after vessel/road – lack of instructions for forwarding. Distribution after initial transport.

It is critical to understand what information is needed to offer DG shipments for transport per the regulations. But that is only part of the effort. Shippers must also know what requirements the selected carrier may necessitate as well. Further, Carriers may need to understand what the shipper has to offer in order to accept, handle, and transport the material.

Carriers will present an overview on what they need to know from shippers regarding DG shipment details (options, proof of classification, special permits/CAAs, etc.)

The Life Sciences industry includes several fields such as pharmaceuticals, biotechnology, biomedical technologies, cosmetics, food processing, and biomedical devices.

The Life Sciences industry faces many issues during global transportation beyond hazardous materials/dangerous goods. These include packaging, classification, cold chain logistics, chain of custody, and trade compliance.

Other types of regulations may also apply to global shipments, including chemical control and customs regulations such as Toxic Substances Control Act (TSCA), Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Chemical Weapons Convention (CWC), and Customs.

This working group will meet to discuss current issues with key regulators and industry experts.
