L’Gena Shaffer has more than 25 years of transportation compliance experience, with a strong focus on regulatory compliance program management. She serves as Director of Regulatory Compliance and Instructor for Currie Associates, as well as a staff regulatory compliance specialist for both the International Vessel Operators Dangerous Goods Association (IVODGA) and the Council on Safe Transportation of Hazardous Articles (COSTHA).
L’Gena represents COSTHA and its members as the Member Association Executive to the U.S. Postal Service Mailers Technical Advisory Committee (MTAC). Through COSTHA’s participation in USPS MTAC, she was invited to present to the Iowa and Sioux Falls Postal Customer Councils (PCCs) on compliant transportation of lithium batteries in accordance with USPS Publication 52.
As a regulatory staff member for COSTHA and IVODGA, L’Gena provides guidance and support to members by:
- Monitoring regulatory updates, communicating key changes and effective dates, assessing member impact, and soliciting member input
- Drafting formal member responses to PHMSA Advance Notices of Proposed Rulemaking (ANPRMs), Notices of Proposed Rulemaking (NPRMs), and Final Rules
- Authoring petitions for rulemaking on behalf of member initiatives
- Providing technical support on regulatory compliance across all modes of transport, including 49 CFR, ICAO/IATA, IMDG Code, ADR, and USPS hazardous materials regulations (Publication 52, Hazardous, Restricted and Perishable Mail)
- Representing IVODGA members in Interested Parties (IP) Group meetings
- Attending international meetings as Head of Delegation
- Leading COSTHA working groups and roundtables, providing administrative and project management support, and tracking objectives and outcomes
L’Gena leads the Air Carrier Roundtable (ACRT), Life Sciences Roundtable, and the United States Postal Service (USPS) working group. As COSTHA staff lead, L’Gena represents air carriers from all operational segments – cargo, passenger, regional and helicopters. In this position she successfully led the FAA Aviation Rulemaking Committee (ARC) negotiating resolutions to the differences in domestic and international regulations for passenger notification of hazardous materials.
The Life Sciences Roundtable focuses on common issues related to pharmaceuticals, biotechnology, biomedical technologies, cosmetics, food processing and biomedical device transportation compliance. The USPS working group monitors regulatory changes to PUB 52 and mailing standards while focusing on member areas of concern for greater alignment of the USPS mailing standards with the DOT regulations.
Prior to her current roles, L’Gena’s career included positions at Delta Air Lines as Project Manager in the Dangerous Goods Management Group, DOT Liaison for consumer protection compliance, and Analyst for Interline and Industry Affairs. She served as Chair of the DOT Resource Group and Co-Chair of the Disability Working Group, supporting regulatory compliance programs. Her experience also includes facilitating Complaint Resolution Official (CRO) training, representing airlines at industry forums, serving as Vice Chairman of the IATA Reservations Committee (RESCOM), observing the IATA Dangerous Goods Board and Training Task Force, and participating in meetings of the UN Sub-Committee of Experts on the Transport of Dangerous Goods.
L’Gena has extensive experience managing cross-divisional compliance programs, dangerous goods and hazardous materials management, industry standards development, customer service, consumer protection, and non-discrimination in air travel. She has presented at industry events, including the COSTHA Annual Forum and the UK Civil Aviation Authority seminar “Ensuring the Safe Transport of Electric Mobility Aids.”
L’Gena holds the Certified Dangerous Goods Professional (CDGP) credential and is an approved Dangerous Goods Instructor with the United Kingdom Civil Aviation Authority. She earned a Bachelor of Science degree in Social Science, Human Services from Mercer University.
