Policy for ACRT Membership and Meeting Attendance

The COSTHA Air Carrier Roundtable (ACRT) is comprised of experts from mainline, regional and cargo aircraft only operators, dedicated to providing support and expertise to all stakeholders in the aviation industry. This group actively represents air carriers from all segments of the industry. The ACRT members are committed to continuing their efforts for the safe, secure, and efficient transport of dangerous goods in the aviation supply chain. This group continues to successfully petition the US DOT for regulatory clarification, extensions, and alignment of regulations with the UN Model Regulations and the International Civil Aviation Organization. In recent years the focus has been lithium batteries in transport and the risks they posed as undeclared goods. The ACRT and COSTHA continue to work with regulatory agency and industry partners such as TSA, A4A, IATA, PHMSA and the FAA to continue their efforts for the safe, secure, and efficient transport of dangerous goods in the aviation supply chain.

The 2024 objectives/goals for this group are as follows:

  • Provide 2024 COSTHA Professional Development Webinar Series in collaboration with COSTHA DG Supply Chain Logistics Transportation Panel - Opportunity to share best practices.
  • Create job description templates.
  • Determine whether to pursue DOL job codes for DG professionals.
  • Determine whether to run a salary survey (last was done in 2012).
  • Create a document (or update existing Blueprint for Success) including mission and goals that can be used as a template when discussing partnerships with other associations.

The COSTHA Dangerous Goods Supply Chain and Transportation Panel includes representatives from all aspects of industry with a shared goal of providing the shipping industry awareness and education tools to reduce mis-declared or undeclared dangerous goods shipments.

The goal of this group is to develop and provide comprehensive resources for all modes of transport with a focus on multimodal transport in one easy to access location to share or distribute to assist shippers preparing dangerous goods. The group will continue to work to identify compliance issues and develop resolutions through resources, interpretations, training, or proposals for rulemaking.

The Life Sciences industry includes several fields such as pharmaceuticals, biopharmaceuticals, biologics, biotechnology, biomedical technologies, cosmetics, food processing, and biomedical devices. COSTHA formed a Life Sciences Roundtable that includes members from these industries to collaborate to identify solutions to industry challenges.

The Life Sciences industry faces many issues during global transportation beyond hazardous materials/dangerous goods. These include packaging, classification, cold chain logistics, chain of custody, and trade compliance.

Other types of regulations may also apply to global shipments, including chemical control and customs regulations such as Toxic Substances Control Act (TSCA), Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Chemical Weapons Convention (CWC), and Customs.

The 2024 objectives/goals for this group are as follows:

  • PHMSA Interpretation on Incident Reporting Requirements for damaged outer packaging of Radioactive Materials
  • Aerosols: challenges associated with propellant changing from non-flammable gas to flammable gas
  • Pharmaceutical waste
    • Expired pharmaceuticals under Ethyl Alcohol exception
  • Used medical devices containing lithium batteries
  • Medical devices – state of charge discussion (lithium batteries contained in device)
  • WHO/UN discussion regarding indicative Category A pathogens
