NAAHAC is an issue-driven, action-oriented voluntary working group of hazardous materials/dangerous goods transportation professionals within their respective North American and key supplier organizations. NAAHAC’s purpose is to consider and respond to the vital hazardous materials and dangerous goods issues of its membership. By leveraging its combined vehicle component and regulatory expertise, NAAHAC members examine pending and current hazmat regulations to develop concise, informed responses for submission to the appropriate authorities. NAAHAC strives to workwith the regulators for the purpose of providing safe and realistic solutions to hazmat transportation issues impacting global commerce. COSTHA NAAHAC members meet to discuss current issues with key regulators and industry experts.

Air Carrier Roundtable (ACRT)

This group actively represents air carriers from all segments of the industry. The ACRT and COSTHA staff continue to successfully petition the US DOT for regulatory clarification, extensions and alignment of regulations with the UN Model Regulations and the International Civil Aviation Organization. COSTHA Air Carrier Roundtable members meet during the annual forum to discuss current issues with key regulators and industry experts.

The China Working Group has established a delegation to participate in the US DOT – China MOT Transportation Forums. We have also established key alliances with trade associations and consultants who can assist when critical issues arise. The group continues to compile agenda topics and identify goals to bring forth to the US DOT – MOT Transportation Forums. This working group will meet during the annual forum to discuss current issues with key regulators and industry experts.

eCommerce Workshop

COSTHA recently initiated an e-commerce working group to identify areas of risk, geographies where more information needs to be provided or regulations need to be updated and identify best practices for reverse logistics to ensure the safe and efficient delivery and return of goods to and from consumers. The initial scope of the working group is defined as: business shipments via ground of limited quantity or consumer commodities by small parcel carriers in the US. This would encompass business to business and business to consumer. The working group meeting will provide the opportunity for companies to meet one-on-one in a small group environment with regulators to discuss e-commerce related issues.

Mexico Workshop

Many members have facilities in Mexico and have questions and concerns about reciprocity and how the Mexican government aligns with the UN Model Regulations. In response, COSTHA has created the working group, organized meetings with The Secretariat of Communications and Transportation (SCT) of Mexico, other government agencies, and a group of interested trade associations in Mexico City. This workshop will review previous projects and outline next steps.

Packaging Roundtable

The purpose of the group is to allow package testing companies, manufacturers, and distributors to meet in an informal setting to discuss current issues, regulations, questions, and a broad area of concerns. Members who purchase and use packaging have also expressed interest in having an opportunity to interact with such a group to clarify regulatory requirements,best management practices, and other subjects. The roundtable will provide the opportunity for companies to meet one-on-one or in a small group environment with regulators to discuss packaging related issues.

Explosives Council

Explosives manufacturers and shippers have come together in this working group to discuss the many issues that they face such as the excessive expenditures required to use only US-based testing labs, approval for hand-held explosives and explosives classification by analogy, etc. The working group meeting will provide the opportunity for companies to meet one-on-one in a small group environment with regulators to discuss explosives-related issues.

Life Sciences Roundtable

The Life Sciences industry includes many fields such as pharmaceuticals, biotechnology, biomedical technologies, cosmetics, food processing, and biomedical devices. The Life Sciences industry faces many issues during global transportation beyond hazardous materials/dangerous goods. These include packaging, classification, cold chain logistics, chain of custody, and trade compliance. Other types of regulations may also apply to global shipments, including chemical control and customs regulations such as Toxic Substances Control Act (TSCA), Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Chemical Weapons Convention (CWC), and customs. This interactive roundtable will explore these common issues and the mechanisms that companies employ to cover this maze of regulations facing global transportation.
